For the third straight quarter the number of homeowners who owe more than their homes are worth fell again this past summer. Close to 22.5 percent of all mortgaged homes throughout the nation were underwater in the third quarter which included the months of July, August and September. The previous quarter was at 23 percent.


However, that decline most likely came from the fact that more homes fell into foreclosure and not from an increase in home prices.
